This doesn't make any sense.
If you reached the goal, it is enough. It is a complete nonsense to say that more money will speed the development. It's the same to say that 9 mothers can make a baby in 1 month.

The initial goal was for a particular minimum set of features, the stretch goals are for additional features.

Don't take me wrong.
I'm not against supporting this project, it's just this phrase that got very strange.
Maybe writing that they have more features planned and more money will allow them to also implement it.
